Objective 1:

To describe the state of residential care for children and young people with disabilities, with regard to the characteristics and participation of this population, the policies, culture and practices adopted by residential care institutions.

Objective 2: 

To develop a manual of good practice - Index for Quality of Residential Care for Children and Young People with Disabilities - designed to provide a common framework used by residential care services and to support the processes of change, development and improvement in institutions.

Objective 3: 

Piloting the Index for Quality of Residential Care for Children and Young People with Disabilities in two institutions and recommendations for future implementation
